The VA disability rating system assigns percentages to service-connected conditions, and those percentages directly determine monthly compensation amounts. But there is a documented program that allows qualifying Veterans to receive compensation at the 100 percent rate even when their combined disability rating is below 100 percent. That program is called Individual Unemployability, commonly referred to as TDIU — Total Disability Individual Unemployability.

Individual Unemployability is a VA benefit that compensates a Veteran at the 100 percent disability rate based on the documented finding that service-connected disabilities prevent that Veteran from maintaining substantially gainful employment — even when the combined scheduler rating does not reach 100 percent. The program exists because a combined rating percentage does not always reflect the full real-world impact of a Veteran's service-connected conditions on their ability to work. A Veteran rated at 70 percent combined, for example, may face employment barriers equivalent to total disability depending on the nature and severity of their conditions.
TDIU is not a separate rating — it is a benefit paid at the 100 percent compensation rate. The underlying disability percentages do not change when TDIU is granted. What changes is the monthly compensation amount the Veteran receives.
The VA publishes documented rating criteria that describe who may be considered for TDIU. Per VA guidelines, there are two general pathways based on scheduler ratings: a schedular path and an extraschedular path.

Meeting these rating thresholds does not automatically qualify a Veteran for TDIU. The additional documented requirement is that the service-connected disability or disabilities must be found to prevent the Veteran from securing or following substantially gainful employment. Veterans who do not meet the schedular thresholds above may still be considered under an extraschedular review process. This pathway is described in 38 CFR 4.16(b) and involves referral to the VA's Director of Compensation Service. The extraschedular path is an administrative process that reviews whether unique circumstances warrant TDIU consideration outside the standard rating thresholds.
The extraschedular path is more complex and typically requires detailed documentation. Veterans pursuing this pathway are strongly encouraged to work with an accredited VA claims agent, VA-accredited attorney, or Veterans Service Organization representative.
